Annual Projects (Action 1)

  • Deadline: 17. 10. 2005
  • The funding requested by each project must range from €50 000 to €150 000 and may not exceed 50% of the project's total eligible budget. Applications with funding requests outside of this range will be excluded as non-eligible.
  • Projects must involve co-organisers (including the project leader) from at least three (3) different countries participating in the programme.
  • Each co-organiser must be a cultural operator from a country participating in the programme and must have a specific and essential involvement both in the design and implementation of the project and in its financing (this means a guaranteed financial participation from their own or raised and secured money and equal to at least 5% of the total budget). The involvement of co-organisers in each of these areas must be clearly indicated in the project application.

Multiannual cooperation agreement projects (Action2)

  • Deadline: 28. 10. 2005
  • Funding requested by each project must be above €50 000 but not more than €300 000 per year and may not exceed 60% of the total eligible budget. Applications with funding requests outside of this range will be excluded as non-eligible.
  • If the funding requested for the duration of the project exceeds €300 000 the application must be accompanied by an external audit report produced by an approved auditor. This must include certified audited accounts accompanied by an opinion of the auditor. This opinion, based upon the work that was executed for the certification of the accounts, should give the auditor's assessment as to whether or not the applicant has stable and sufficient sources of funding to maintain their activity throughout the period during which the action is proposed to be carried out, and to participate in self-financing of the project. This requirement may be waived in the case of public bodies and secondary and higher educational establishments .
  • In order to be eligible projects must last for twenty four (24) months minimum and thirty six (36) months maximum, and must involve co-organisers (including the project leader) from at least 5 participating countries.
  • Each co-organiser must be a cultural operator from a country participating in the programme and must have a specific and essential involvement both in the design and implementation of the project and in its financing (a guaranteed financial participation from their own or raised and secured money and equal to at least 5% of the total budget). The involvement of co-organisers in all of these areas must be clearly indicated in the project application.
  • This type of project must be based on a cooperation agreement: a common document in a legal form recognised in one of the countries participating in the programme, signed by all the co-organisers and clearly and precisely describing the project objectives, the initiatives which will be implemented in order to achieve these objectives and the role of each co-organiser in the design and implementation of the project.

Translation projects

  • Deadline: 17. 10. 2005
  • For translation projects, Community funding will cover the translator(s)' fees for all books within the application provided these do not exceed a total of €50 000 or 60% of the total costs of the operation. A breakdown of the total operation costs, clearly indicating the costs relating to translation and editing/production must be provided.
  • Funding will not be given to works receiving support to cover translation costs from other sources.
  • For the translation of literary works (fiction) the work to be translated must be written by a European author in 1950 or after and must have been first published in 1950 or after.
  • The works must not have previously been translated into the target language.
  • The translation must start no earlier than the date on which the grant agreement is signed by the Commission, which is expected to be 1 May 2006 . However, a contract between the publisher and translator for the translation may be signed and prefinancing made before this date which may be considered eligible, as long as the signature of this contract is not before 15 July 2005 .
  • The translated works must be published by 30 November 2007 at the latest.
  • The translation must be from and into European languages only and the translation must be done from the original language of the work.
  • Applications, which may be submitted by individual publishing houses or a group of publishers, must involve the translation of at least 4, and not more than 10 , eligible works.

Cooperation projects in the third countries

  • Deadline: 28. 10. 2005
  • Funding requested by each project must range from €50 000 to €150 000 and may not exceed 50% of the project's total eligible budget. Applications with funding requests outside of this range will be excluded as non-eligible.
  • The events must take place in a country not participating in the programme and involve the cooperation of at least 4 organisations (one project leader, two co-organisers and one associated partner). These four must include three cultural institutions from three of the countries participating in the programme (i.e. the project leader and two other co-organisers), and one cultural institution from and in the relevant third country (i.e. an associated partner).
  • The project leader and each co-organiser must be cultural institutions from countries participating in the programme and must have a specific and essential involvement both in the design and implementation of the project and in its financing (a guaranteed financial participation from their own or raised and secured money and equal to at least 5% of the total budget). The involvement of co-organisers must be clearly indicated in the project application.
  • At least one of the three co-organisers (i.e. either the project leader or one of the co-organisers) from the countries participating in the programme must either be established or have relevant field experience in the third country in question. Proof of this must be included in the application form.

Applications will only be accepted for examination if they are duly completed and submitted on the official application form . Applications that are sent by e-mail or fax or are hand-written will not be accepted.

Applications must be submitted to the above address in one of the following ways:

  • By registered post; the relevant date is to be the date of despatch by post, as evidenced by the postmark; or the registered delivery receipt issued by the Postal Services
  • By hand-delivery by the applicant in person or by an agent against a signed and dated receipt
  • By courier service, the relevant date is:

  • a) the date of delivery to the courier by the applicant as evidenced by the date of the signed and dated courier form.
    b) if the not dated despatch form is available then the relevant date will be taken as that of the delivery to the Commission as evidenced by a receipt issued by the Commission.
